In some cases I would ask what is the difference?
Let’s assume they play the role of smugglers. If they come over as
ex-military, their opponents will be more on guard. However, if they
can make them believe that they are civilians, their job gets much
easier.
Ever seen Titan A.E.? There was an intelligent guard that quickly
dispelled the illusion that their human is a slave and more likely
ex-military. Just from the way their human captain behaved and
moved.
Among other things the guard noted.
But yes, sounds like they are being trained for a great variety of
missions.
Reminds me of the recent Death Battle between James Bond

This training does sound like deep cover in criminal as well as political,
meaning any one of them could be on a mission that could take months
or even years to complete.
Truly a test of their resolve, their devotion to the Empire and their own
morals. So covert that there won’t be mention of what their jobs are
only Special operations or spec-ops or something along those lines.
They will not be anyone you’d want to go up against! Things are clearly
going to heat up in the Wolf world…
Am I reading panel #7 correctly? Is Teresa saying that
not only will the Empire not negotiate with kidnappers,
but that said kidnapping would of itself constitute an act of war?
Not necessarily an act of war, but definitely retribution in a way.
Sort of like a Police response to a hostage situation when the
criminals throw the dead hostage out the front door and yell,
“Come and get us, coppers!”
It’s just a way to show everyone that taking a hostage will lead
to Bad Things happening. Every time.
I guess full out war is a bit much but bullies only respect
greater strength, maybe telling them to watch their moon
and slamming a 1/4 mile long asteroid into the day side
might just get the idea across.
More like “We will return your ambassador when you meet our demands.”

That is my take on it as well, considering how the core has been acting
I’m sure that was what they were trying to do after the vote was over.
This makes it clear the only thing that can happen if they do is open war.
I’m sure by now they know the Empire was able to take out planetary
defenses from orbit just by using asteroids… Not how they did, just
that they did!
To put it bluntly, she is saying that hostages have no value
to the kidnappers.
It also says that they consider the kidnappers as being
murderers. Which means by admitting to being kidnappers,
they admit being murderers.
As the Empire has the death penalty, they could evacuate
the building around the kidnappers and simply flatten it
with the kidnappers and the hostage in it if they want to.
No need to catch them alive or risk lives trying to catch
them or rescue the hostage.
That whole self-aggrandizing shtick of people who consider themselves “better”
than the rest of us burns me; and the whole multiplication of titles bit by
monarchs is the worst. Demanding to be addressed as “majesty” or “highness”
(“high” ness???) has always seemed more than a bit much to me. I think it even
worse when clerics go in for that bravo sierra. “Prince of the Church”, indeed.
To my way of thinking there’s something seriously off about a guy living in a
palace, wearing cloth of gold claiming to be the “vicar” of somebody who
described himself as “The foxes have holes and the birds of the air have nests,
but the Son of Man has no place to lay His head.” And that whole “reverend”
(and “right reverend” and “most reverend”) bit. Bah! And even here in the land
where titles of nobility are expressly outlawed in our Constitution, our public
officials style themselves “honorable” when few truly are. Bugs me! {/rant}
When King used the “Royal We” I had the impression he thought it was funny
and was enjoying the schtick. When Teresa does, I get the impression she is
fully aware she is speaking for and acting on behalf of all the people she is
serving, working for not ruling over.
Has everyone forgotten that Teresa herself was held
hostage and told the ‘Colonel’ that it wouldn’t do
him any good, as they were already considered dead.
Don’t negotiate with kidnappers.
He was going to but her Own were there and took out the
“problem” and it was then her Own found out about Teresa’s
healing ability when she healed and revived Mala.
I know I was mainly trying to make a joke about how silly it
would be to try to force the Empire to bow to their wishes.

It’s a thin line to walk on. If you don’t emphasize your position enough, people
might think you easily replaceable.
Stress it too hard and you might come across as overly full of yourself.
That said, I think she’s uniquely qualified for her position, as well as to
walking that specific tight rope.
