Capt. & Commanders , command one ship or base (depending on size)
sub admiral (lower admiral) has fleets or a major base..
upper admiral controls areas or groups (east or west coast)
vice admiral runs herd over that so the

In the Empire, Viktor is a Vice Admiral now, he controls all fleet infrastructure.

Mistrial is Admiral (Admiral of the Navy, to be exact)
So it’s Sub Admiral, (Smaller footprint, individual system infrastructure or battle group)
Fleet Admiral (Full fleets)
Vice Admiral (All infrastructure, or all fleets)
Admiral (Everything Navy)
So there would be one Admiral, two Vice Admirals, and as many Fleet and Sub Admirals as needed.
Right now, Commander Menga commands the Dogishuan System Defense Squadron, eventually
he will become Fleet Admiral over the Imperial Navy’s defensive fleet, while Fleet Admiral Ariste
will remain in overall command of the Imperial Navy’s offensive fleet as a Vice Admiral.
