and the mini-guns are for anti-personal. Urban vehicles offer little resistance
to even hand gun ammo. Even a .22lr can penetrate a car door’s skin.

but accepting a contract that would deliver less than the Navy should

dedicated covfefe tankers to supply the demand. They ought
to be looking into making a powdered, dry version to reduce
the amount of mass they need to haul. Water is heavy and
can be expensive.
It may be that in powdering it, it loses potency. As it is the syrup
for a thimble full makes a bit over a quart so I think it’s manageable.
A single 1000 liter tote makes 200,000 doses for the Aquatics
so 5-6 totes would be plenty for the HH. When I worked at a Red
Gold factory they had these 4 HUGE vacuum drying machines
that were basically a 10 X 10 foot boxes with louvered sides and
a huge exhaust fan on top to turn tomato juice into paste so dense
that you could scoop up a handful and it’d stay in your hand. If a
spill happened it took a snow shovel and a dumpster to clean it up.

It’s possible that the models PC uses to tell the
story don’t have an empty version of the rocket pods.
Even for the Empire, missiles and armament cost.
Don’t waste what you don’t have to.
There’s an old saying: “better to have it and not need it,

Also keep in mind they are near a war zone, all airships
are on standby, a call can come in at anytime to the
less time spent on reloading the better.
