As for the human embassy I see four possible scenarios;
1.) The building has been abandoned, but the ‘locals’ have been
maintaining the exterior to prevent it becoming an ‘unrepairable
eyesore’. Variant A; the interior has been stripped. Variant B; the
interior has been mothballed but not maintained.
2.) As in 1, but a friendly species (or more) to the Fox Empire
has recently commissioned (probably secretly) locals to bring it up
to a reasonable occupancy standard.
3.) An unknown (to the Fox Empire) species has been maintaining
it with the expectation of the human seat being reclaimed or replaced.
Variant A; the species is loyal to the core worlds. Variant B; the
species is loyal to the council.
4.) A vagabond or equivalent has (illegally) taken up residence
there, hence no key and why door is unlocked.
I’m going with option 3A and suggesting the arrival of someone claiming
the seat has caught them by surprise and a team of techs are busy
installing spying eyes and ears before anyone can stop them. But they
haven’t anticipated an unofficial (and possibly illegal since lock picks
were mentioned) spot inspection by ambassador Palas.
Stay tuned for fireworks?
Probably better than my guesses, which were inhabited by Humans,
either from the Southern Worlds or from another unknown splinter
colony like Earth. But either would mean the Empire’s intelligence
was wrong and the human seat was NOT in fact vacant,
so I am sure both are wrong.
Might be that the counsel was having the place maintained just in case
the humans returned they are slavers and control freaks so it makes
sense they also believe they are the dormant race and all the rest are
subjugated to them. The Wolf Empire is made up of several races that
were “freed” from the human’s control in one aspect or another unknown
(so far) by them. That would mean it’s unlocked because no one believed
anyone would be brave enough (or dumb enough) to go in there I’m sure
alarms will go off when they go in.

duties of Wolf Empire and having FUN!
