If I recall, Enemies of Humanity could be captured and tried for their crimes committed by any nation that ran across them. The slavers were outside the law.
Slavers caught on the high seas could be tried aboard ship and sentences executed, oops, applied. Or the ships could return to their own nations’ ports for due process applied there.
I would think that this Enemies of Sentient beings rule could be applied as it is the same in essential areas. Smart Cats.
