    Yeah, I figured as much, it’s the same old foggies that got pissed off when Miral saved
    Ahmya’s bacon. Standard HOA BS there, all faked and easy to counter. Especially
    since their Empress is right there.

    Nope, just upgraded Imperial ships. And you’re about to find out HOW upgraded they
    are! You’ve already lost, you just don’t know it yet. Half of your ships are about to
    surrender too…

    So what if they changed the zoning today?
    It shouldn’t matter if the construction contracts have been signed.
    At the very least the town would have to pay damages.
    And if that was legal, I wouldn’t trust that town with any contracts.
    If they change the rules any time they want I might not get paid.
    Though I’m sure they missed something else.

      This is a weak attempt to try and stop them. In P4,
      he’s calling out the clear mistake that those cops missed.
      They just can’t stand that anyone might get richer
      than them and gain more power. Besides, once the Emperor
      returns a simple order will over-turn any bogus legal
      trickery. After all, some of them are already looking at
      life in prison or worse.

        I wouldn’t bet the family jewels on that! I suspect
        the reconstituted Empire of Japan is a constitu-
        tional monarchy along the lines of Great Britain.
        I’m not sure how much real power he really has.
        I really doubt he could just reverse the annexation
        like that. If there truly is a flaw in the paperwork
        then a court should be able to find it. I would
        think that the folks wanting to build the space
        port would be able to get a Temporary Restrain-
        ing order to stop the city from harassing them,
        likely on the condition that if the annexation is
        upheld in court they agree to restore the property
        to its original state.

        Actually the dimwits at that city hall are missing a
        bet. Think of the property tax and other revenue a
        spaceport would generate for the city. Somebody
        needs to sit down and explain to those numbskulls
        just how much revenue that facility will likely gen-
        erate! If nothing else maybe they can force a ref-
        erendum (they have those in modern Japan which
        is why the U.S. Air Force operates out of Yokota
        instead of the much larger Tachikawa.) on the
        issue. Present it to the local voters and I figure
        it’s bound to pass!

        They should have a town meeting to hold a vote.
        By excluding them alone makes this come off as
        shady if not illegal. I suspect this is to get them
        to sell the land to them so they can rezone it and
        build their OWN setup. They refuse to understand
        that the Wolf Empire can and will darken the sky
        with their ashes if they start a war campaign.

    As if a municipality can annex the territory of another municipality.
    That their property would be under the jurisdiction of. Yup yup.
    They can operate by fiat and take the property, and taxes,
    of another prefecture without any say or input from that prefecture. -.-

    Towns and cities being the lowest place on the totem pole.
    So many reasons this is going nowhere.

    Be like the municipality I live next to, but am NOT a part of,
    shows up and tells me I’m part of their municipality now.
    Without the one I’m already in saying boo. In a day. -.-
    No bureaucrat moves that fast. And politicians aren’t the ones
    doing the paperwork.
    Most of them don’t even know what the paperwork involved IS.
    And this is paperwork that will affect more than one jurisdiction.
    So two groups of bureaucrats are gonna take even longer to shovel
    things along.

    Which, ultimately, is why bureaucracies are, at least, as much of
    the problem in govt as the politicians. They are not un-biased.
    And definitely have no motivation to expedite.
    If a bureaucracy is moving fast, it’s suspicious. >.<

    Course, I'm a cynical fuck. And I trust damn near nothing and
    no-one in govts. Especially not mine.
    Orwellian wannabe pukes that they are.

    It really bugs me that a city can annex property (they seldom annex a single plot)
    without approval of a majority of property owners. I hated it when San Antonio did
    that to me! If I’d wanted to build a home inside of city limits I damned well would
    have! We got better response from China Grove VFD than from SAFD. We also
    got reasonable response times from Bexar County Sheriff’s Dept.
    We didn’t NEED San Antonio city “services”.

    True story: After it came out that the city was going to annex my subdivision the
    HOA (NOT deed mandated) announced it was going to fight the annexation.
    Now few people know it but there is a suburb of SA called The Dominion. Our
    version of knob hill. Tommy Lee Jones has a home there as does George Strait
    and basketball superstar David Robinson. (Note: Jones and Strait don’t live in
    the ritziest part!) Anyhow I well-remembered when SA announced it was going
    to annex The Dominion. The HOA there did everything it could to fight the
    annexation but to no avail. So when I heard the local HOA was going to fight our
    annexation I laughed! If The Dominion (with single homes worth more than our
    entire subdivision combined) couldn’t stop SA from gobbling it up, what chance
    did we have? I told the HOA that! Then I resigned from the HOA. Bunch of
    busybodies! Deed mandated HOAs are just another layer of government –
    something totally not needed!

    Keep in mind this may be Japan, but it is not real world.
    Plus we do not know what the laws are there. These are
    the same group that wanted to force the Emperor to
    marry a woman that would take control of him and run
    a war campaign in the area. Based on that alone, even
    if the documents are real, I seriously doubt it would hold
    up under the a real exam in his court. They are just
    trying to force him to use the military rather than economics
    to improve the country, something The Wolf Empire would
    not stand for, but they are too stupid to understand that
    is a very bad idea. But they think by stopping this kind
    of growth would still them get their wars.I never said it was
    an HOA, just that this is an HOA tactic that is just as illegal.

      japanese law.. there are ’13 zones’ and farming is two of em.
      1) farming,. 2) industry,. [converting farm into useable.]
      IE: milk & eggs into container, or rice into a shippable…
      and not the same group,.. just some land owner that wants
      the money an control in their pocket.!

      also japanese law,. to rezone, ‘farming to industry (only)
      has to go through imperial court. since this the Emperors
      land, that he has loaned to you.! even tho this land has
      been in the family name for 100’s of years.
      it’s still the Emperors.!

      BUT like you said,. this is PC’s story… so…

        That’s what I thought, but like I was saying,
        that’s all pre-fall. Who knows what his father
        changed before the son became the Emperor,
        but if it’s not broke, don’t fix it. I’m sure it
        would be over-turned, but like Woodman was
        saying, they are banking on their lack of money
        to force them to sell it to them. But I suspect
        Miral and Nori has unspent resources to tap
        into as a loan. They don’t dare leave, this
        dirty council would take advantage and claim
        the land for unpaid taxes or some other excuse.
