Why are they enforcing prison sentences and maintaining the expense of a prison created by that government and no longer supported by it? Not to mention the fact that the ‘crimes’ for which Tommy Reynolds was sentenced are not crimes under the new Constitution. (Assault still is, but he was convicted of drug dealing.) Better than just hanging or exiling all the inmates since their crimes WERE crimes at the time, I suppose.

Even in the real world, no one is freed when the crime for which they are
incarcerated becomes legal.
Anyone can petition for release, but might not get it.
