In Anime the foot lift and the hand flare indicate she kissed back, unless the foot lift was preparing for a knee to the groin. Only Petercat knows. Although the “You better survive!” comment hints to kissing back.
I was thinking Anne Hathaway in that Princess movie. The one where she drove the Mustang in the rain with the top down?

About the roads in my country. Dirt roads are on private property. The others are under federal maintenance, state maintenance or county maintenance. The governments decide about budgets, they order investigation vehicles and engineers to determine the condition of roads and bridges and make an auction for the commissioning. Sometimes they wait too long but in general our road system is ok. Quite a bit better than in USA i would say. usually small holes get filled with cold asphalt or bitumen by the road patrol of the county They also cut trees or remove dry branches that reach over a road. For bigger damages or crossings they make an auction for companies.
The cost of maintenance remains the same anyway.

Tolls we have only for interstate highways – “Autobahn” and for trucks with more than 7.5 tons only.
