Hmmm. Why do I think there were conversations like this towards the end of the Civil War? True that many would be Bitter, but some were thinking ahead.
One difference was there were darn few Rebs stranded on Yankee soil, at least outside POW camps. Now, there WERE lots of Yanks looking at rebuilding the devastated ex-Confederacy, the difference being as victors/conquerors, their options ran from compassion to pragmatism to exploitation, pretty much as they liked. They were in control. If the war goes that far, we may see that on Lamia after they resist giving up their slaves/organ banks.
Just how long ago did that mad scientist CREATE Cats anyhow? And how long ago did the Lamians’ predations reach a point where it resulted in the fall of Catian civilization?

now i am guessing here.. but Cat creation , i would say bout a thousand years ago.. *timeline: year zero;, Cats created,. year hundred;, creator dead, Cats emigrate to “Catta”,. year three hundred;, cities founded, bronze age,. year five hundred;, well into steam industrial age,..
PC may nix all this, but this loose timeline gives enough wiggle room…

They were created about 600 years ago, and transported when the Mad Doctor died fifty years later.
The Cats knew about technology, but it took them about fifty years to build their civilization to the point of having towns and steam power. It was a few years later that Humans discovered them.
The slave raids started off slowly, as their space transport was still pretty primitive and expensive. It’s been increasing lately as space going technology has improved.
One thing that hurt progress is that their computer technology never advanced very rapidly, even today it’s about at our 70’s level, mostly mainframes and terminals.
Even though their Navy is highly automated, their brains are at about the level of a Commodore 64.
