Most humans have no experience with Cats, slaves are for the rich.
It’s a difference in presentation.
Most Terrans, because the Empire withheld information at first of the actual conditions of slavery, see Cats as tough, likeable and intelligent. By the time the rest of the information was released, Terrans had a high opinion of Cats that wasn’t replaced by the feared perception of them as weak and helpless.
Most Humans, on the other hand, have only heard that Cats are no better than talking animals.

The answer to your question lies in the past of our country.
I grew up in South Mississippi. I remember seeing the ‘Whites Only’ signs and being told that blacks were little more than talking animals. We were not allowed to watch certain TV shows because one of the main characters was black. It was a mixture of ignorance, stupidity, hate and fear. Government programs to integrate and desegregate was like pouring gasoline on a fire.
Study the deep South in the 50s, 60s, and 70s.
I’m going to get to that soon, but at core is freedom of association and freedom of choice. The Imperial government can make no laws at all based on group identities.
So if a restaurant wants to hang out a sign that says “No Pussies” or “No Fags” or “No Guns”, it can, even though the terms are insulting.
It just probably wouldn’t be a very successful restaurant, since most people would recoil in disgust.
And the “No Guns” one is just stupid. Most have armed staff, because girls wearing guns are HOT!
Similarly, a restaurant can allow smoking, and would probably do well, if it was the only one in town that did so.
(The Walker girls only allow smoking in the one cab that has drivers who smoke, and they do well.) (three shifts, three drivers)
Don’t forget Native Americans were treated that way in parts of this country too, and in other parts of the hemisphere. There’s an undercurrent of anti-racism (and other group-based prejudice) in Petercat’s work that I thoroughly enjoy and is part of the reason I’m still here when I’ve quit the other “conservative” webcomic I used to read. “No laws at all based on group identities.” Succinct and direct. Makes me think of a truism I formulated driving home yesterday. “Judge people by who they are and what they do, not what they are or who they do.” Treating people as members of “demographics” and not as individuals is the source of much of the sickness in modern society, including but not limited to politics.
So, the head waiter, the highest-ranking “servant” in this hotel, is serving a mere Cat. That establishes the atmosphere of this coming parley SO well. And she came with no staff or guards or, apparently, ranged weapons. That exudes confidence in her position. I am developing respect for this captain and how he’s adapting to this.
A lot of problems come from experience, either your own or vicarious. If you get attacked by dogs when you’re young, or attacked by a number of dogs throughout your life, you’re probably going to at least be uncomfortable around them. Ditto if all you are told about dogs is bad things.
It affects our little monkey hindbrains and is very difficult if not impossible to change.
Look at our media and entertainment, they are teaching us to hate, to not respect, from the moment we are old enough to understand.
Yeah, I’m going to stop now.
Sight problem there..
Certain “races”, like the Cats,have different physiological needs and limitations. It would seem that SOME laws would be needed to accommodate those physiological differences, like for instance, the physical fitness regulations for the military.
Similar rules would also have to be set up for schools for PE, amongst there things. (I don’t EVEN want to get into the Biology and Sex Ed side of the equation!)
Overall, it will take some time to figure out how to make these rules and laws fair but not biased for or against any “Race”.
I can just imagine how complicated things are going to get when dragons show up on a regular basis, not even thinking if they decide to become Imperial citizens!
