What is the deal with the skinny guy in the shirt and tie on the upper level of the bridge of the Admiral’s ship? Everybody else appears to be in some sort of uniform.
I’m kinda thinking he’s there to salvage as much of the merchandise – Catians- as possible, considering what is about to happen. The Business wing of the military / government.
An admiral calls him sir. He’s Somebody. Is this admiral related to Mr Pick? Not just body build (which resembles my own), facial features seem a little similar.
Teresa had no more conscious choice in what happened than most of the people she stole from. Most of them would have gladly contributed what she took had they been consulted, but yes this is still thievery, if involuntary. She needs to offer compensation where she can without causing more harm than good, but mostly she needs to learn to control the ability and gain prior permission from as many of those around her as possible to whatever extent she CAN’T control it. At least, that’s my opinion.

My thought was that the ‘sir’ came off as a Rebuke…. but that is just me.
I didn’t read it that way, but now that you said it, that fits as well or better than my initial impression.
