I went back looking to see if the admiral we saw was living or dead (he’s a prisoner last I found), and I found that in #455 he was called Jakarti and in #456 he was called Beill. I assumed Beill Jakarti.
Looking further, though, he was called Kerstas in #481. So, never mind. It’s more likely that *I* was misinterpreting. His name is Beill Kerstas, and Jorge Bushear made an incorrect assumption about what admiral would be in command of the fleet.
I’m picturing something like “Drop the smallest possible calling card just outside the presidential offices.” Windows blow in. Outside is smoking crater. “Do I have your attention yet?”
